What are the top 3 qualifications for having a decent in Taiwan ?

A conclusion from all my students, the answers are 1. work experience 

2. degree  3.  ? (answers are varied)

I agree "as a Taiwanese", but do not agree as a "realistic" person.
Just I've seen too many with decent degree without decent work survival skills in TW!!
How sad people with amazing education do not know how to say "下班" in Eng. ?
